What Are the Healthy Homes Standards?

The Healthy Homes Standards are minimum housing requirements set by the New Zealand Government through Tenancy Services NZ. They apply to all rental properties in New Zealand, whether you rent one home or manage a portfolio. The standards came into full effect in July 2025, and all private rental properties must now comply.

The standards cover five key areas: insulation, heating, ventilation, moisture prevention, and overall condition. This guide focuses on the insulation requirements, which are often the most significant to implement.

Minimum Insulation R-Values for Auckland Landlords

Ceiling Insulation

Ceiling insulation is the single largest heat loss pathway in any home — on average, 35% of a home's heat escapes through an uninsulated ceiling. The Healthy Homes Standards require:

  • New buildings (from 1 May 2023): R6.6 minimum for ceilings
  • Existing rental properties: Insulation must be in reasonable condition and of adequate R-value for your climate zone

For Auckland (Zone 1, the warmest climate zone in New Zealand): Existing properties should have ceiling insulation of at least R3.0–R4.0 in reasonable condition. Many older Auckland homes have R1.5 or less, or missing insulation entirely — these properties are below the standard.

Underfloor Insulation

Floor insulation prevents heat loss through the subfloor, particularly important in Auckland during winter. Requirements:

  • Underfloor: R1.3 minimum for all climate zones, including Auckland
  • Condition: Must be in reasonable condition with no gaps or damage

If your property has a concrete slab floor with no underfloor space, this requirement doesn't apply. However, if there is a subfloor cavity, insulation is mandatory.

Wall Insulation

The standard for wall insulation is less stringent than ceiling and floor:

  • Where wall insulation already exists: It must be in reasonable condition
  • Where no wall insulation exists: It's not required to be added (though it is recommended for optimal performance)

This is a key difference — wall insulation is only required if it already exists in the property. However, if you're planning major renovations, adding wall insulation during that work is highly recommended.

NZ Climate Zones and Auckland's Requirements

New Zealand is divided into four climate zones based on heating degree days (a measure of heating demand). Auckland falls into Zone 1 — the warmest zone.

The EECA Warmer Kiwi Homes Subsidy Programme

Subsidy Coverage

  • Up to 80% of insulation material costs for eligible homeowners and some landlords

  • Financial penalties: If found non-compliant, you may be ordered to carry out the work at your cost and/or pay compensation to the tenant (typically $10–$30 per week for the period of non-compliance)
  • Tribunal costs: Court costs can be significant, and you may be ordered to pay the tenant's legal costs
  • Reputation risk: Non-compliance can damage your reputation as a landlord and affect your ability to attract tenants
